Attached is the Discharge Monitoring Report for the Hope Creek Generating Station for the month of May 2010.

This report is required by and prepared specifically for the New Jersey Department of Environmental Protection (NJDEP). It presents only the observed results of measurements and analyses required to be performed by the above agencies. The choice of the measurement devices and analytical methods are controlled by the EPA and the NJDEP, not by the company, and there are limitations on the accuracy of such measurement devices and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument has measured, or that any reading or analytical result represents the true value with absolute accuracy, nor is it an endorsement of the suitability of any analytical or measurement procedure.

JUN 2 4 2010 HCH-2010-063 3 NJPDES DMR EXPLANATION OF CONDITIONS May 2010 The following explanations are included to clarify possible deviation from permit conditions.

General - The columns labeled "No. Ex" on the enclosed DMR tabulate the number of daily discharge values outside the indicated limits.

Data reporting and accuracy reflect the working environment, the design capabilities and reliability of the monitoring instruments and operating equipment.

Deviations from required sampling, analysis monitoring and reporting methods and periodicities are noted on the respective transmittal sheet.

Results reported on the Discharge Monitoring Report forms are consistent with permit limits, data supplied from contract laboratories, the December 2007 revision of the NJDEP Monitoring Report Form Reference Manual and specific guidance from DEP personnel.

JUN 2 4 2010 HCH-2010-063 4 NJPDES DMR EXPLANATION OF EXCEEDANCES May 2010 The following exceedances are included in the attached report and explained below.

1. A description of the discharge, including the time of the discharge, the location of discharge, the volume of the discharge, the concentration of pollutants discharged, and the receiving water of the discharge; On May. 12, 2010, a vendor laboratory notified PSEG Nuclear LLC - Hope Creek Chemistry that the sewage treatment plant effluent, DSN 462B, fecal coliform sample result for the sample taken on May 5 th, 2010 was>600 col/100 ml. Hope Creek Station NJPDES permit NJ0025411 has a monthly average limitation of 200 col/100 ml and the weekly average limitation of 400 col/100 ml. The sample analysis result exceeded the weekly average limitation.

DSN 462B which averaged 11.77 gpm for the first 12 days of May co-mingles with the Cooling Tower Blowdown flow, which averaged 35,873 gpm for the same time period and ultimately discharges to the Delaware River via DSN 461A. It is unknown what the total volume of the discharge was.

2. Steps being taken to determine the cause of the permit noncompliance; Upon discovery of the sample result, an additional sample was obtained and analyzed. The result of <1 FCU/100 mls immediately brought the monthly average into compliance. No changes to plant operation were required to be performed prior to obtaining the sample.
3. Steps being taken to reduce, remediate, and eliminate the noncomplying discharge and any damage to the environment, and the anticipated time frame to initiate and complete the steps to be taken; Immediately upon discovery a sample was obtained and analyzed. A plant walkdown was performed to determine if performance was within operational guidelines. Plant performance was found to be exceptional and in no need of any adjustments. There was no apparent damage to the environment.

Subsequent samples demonstrated compliance.

4. The duration of the discharge, including the dates and times of the commencement and, for an unanticipated bypass, the dates

JUN 2 4 2010 HCH-2010-063 5 NJPDES DMR and times of the end or anticipated end of the discharge, and if the discharge has not been corrected, the anticipated time when the permittee will correct the situation and return the discharge to compliance; Due to the nature of the sample and analysis required, the duration of the discharge is unknown, however upon discovery of the result and immediate resampling the plant demonstrated compliance. Chlorine levels in the effluent were 8.8 ppm on Friday May 7 t.

5. The cause of the noncompliance; The cause of the noncompliance is indeterminate. The failure of the vendor lab to follow procedures precluded our opportunity to demonstrate compliance with the weekly limit. The vendor lab failed to obtain a result within the ideal or desired range or quantify the number of colonies, thus failing to perform the method as described in Standard Method 9222D. The plant had been operating with an effluent chlorine concentration of 1.0 ppm which should have been sufficient for the water quality being discharged. If the lab had followed the standard method, another sample would have been obtained within the weekly time requirement and the subsequent weekly reported value would have been 25 FCU/100 ml.
6. Steps being taken to reduce, eliminate, and prevent reoccurrence of the noncomplying discharge; Effluent concentrations of chlorine are monitored daily. When levels drop below 4.0 ppm, a batch add will be made.
7. An estimate of the threat to human health or the environment posed by the discharge; and Due to the comingling of the plants effluent with the Cooling Tower Blowdown, it is estimated that there is no threat to human health or the environment.
8. The measures the permittee has taken or is taking to remediate the problem and any damage or injury to human health or the environment, and to avoid a repetition of the problem.

Vendor laboratory has implemented systems to prevent reoccurrence.

Effluent chlorine levels are to be kept >4.0 ppm.
