NRC NEWS U.S. NUCLEAR REGULATORY COMMISSION Office of Public Affairs Telephone: 301/415-8200 Washington, D.C. 20555-0001 E-mail: opa.resource@nrc.gov Site: http://www.nrc.gov No.10-050 March 19, 2010 NRC SEEKS PUBLIC INPUT ON DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR SOUTH TEXAS PROJECT NEW REACTORS; MEETINGS SCHEDULED Nuclear Regulatory Commission staff is seeking public comments on its preliminary finding that there are no environmental impacts that would preclude issuing Combined Licenses (COL) for two new reactors at the South Texas Project site near Bay City, Texas.

The NRCs Draft Environmental Impact Statement (DEIS), outlining the agencys conclusions, is available on the agency Web site at: http://www.nrc.gov/reading-rm/doc-collections/nuregs/staff/sr1937/. The DEIS is also available via the NRCs electronic document database, ADAMS, by entering accession number ML100700576 in the ADAMS search engine at: http://adamswebsearch.nrc.gov/dologin.htm. In addition, the Bay City Public Library (1100 7th St. in Bay City) will have a hardbound copy of the DEIS available for public inspection.

The NRC will discuss the DEIS in meetings to be held May 6 from 1:30 - 4:30 p.m. and 7 - 10 p.m. at the Bay City Civic Center, 201 7th St. in Bay City. The NRC will transcribe the meetings and post the transcript on the agencys Web site at: http://www.nrc.gov/reactors/new-reactors/col/south-texas-project.html.

NRC staff will be available for informal discussions with members of the public during open house sessions from 12:30 - 1:30 p.m. and 6 - 7 p.m. No formal comments on the DEIS will be accepted during these open houses.

STP Nuclear Operating Company (STPNOC) submitted its application on Sept. 20, 2007, and supplemented the application on Jan. 31, 2008, Sept, 24, 2008, and Nov. 10, 11 and 23, 2009. STPNOC is applying for licenses to build and operate two Advanced Boiling Water Reactors (ABWR) at the South Texas site, approximately 12 miles southwest of Bay City. The ABWR is a 1,300 megawatt electric design the NRC certified in 1997; the design is currently in use overseas.

Those wishing to register in advance to present their comments at the meeting should contact Jessie Muir by telephone at 800-368-5642 x0491, or via e-mail at STP.COLAEIS@nrc.gov by May 3. Those with special needs for attending or presenting information at the meeting should notify the staff by April 21. Those wishing to speak may also

register at each meeting no later than 12:45 p.m. and 6:45 p.m., respectively. Individual comments could be limited by the time available and the number of people wishing to speak.

NRC staff will also consider written comments on the DEIS for 75 days following its publication in the Federal Register, expected shortly. Comments should be submitted either by mail to the Chief, Rules and Directives Branch, Division of Administrative Services, Office of Administration, Mailstop T-6D59, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001, via e-mail at STP.COLAEIS@nrc.gov, or hand-delivered to the NRC at 11545 Rockville Pike, Rockville, Md., between 7:30 a.m. and 4:15 p.m. on Federal workdays.
