Ennis, NRC, to Jeff Keenan, PSEG Nuclear, dated 9/3/09 In Reference 1, PSEG Nuclear LLC (PSEG) requested an amendment to Facility Operating Licenses DPR-70 and DPR-75 and the Technical Specifications (TS) for Salem Generating Station (SGS), Units 1 and 2 to relocate communications, manipulator crane, and crane travel requirements from the Technical Specifications (TS) to the Technical Requirements Manual (TRM). Reference 1 stated that the information contained in the deleted TS would be relocated to the SGS TRM, and that future changes to the TRM will be reviewed pursuant to 10 CFR 50.59. At the time the Reference 1 license amendment request was submitted, the TRM had not yet been created for SGS. In Reference 2, NRC acknowledged the future plan for creating a TRM and requested supplemental information pertaining to the proposed controls for the TRM after it is issued.

This letter provides the requested supplemental information regarding the control of the TRM.

The SGS TRM was issued on June 24, 2009 and is available in the PSEG onsite Document Control and Records Management System (DCRMS). At the time the TRM was issued, the Salem Updated Final Safety Analysis Report (UFSAR) was also revised under the provisions of 10 CFR 50.59 to add the control requirements for future changes to the TRM. These controls were added as new Section 13.5.4 to the SGS UFSAR and will be included in the next scheduled Salem UFSAR update pursuant to 10 CFR 50.71.

The proposed deleted TS will be re-located to the TRM if and when the Reference 1 license amendment request is approved by the NRC. The TRM is controlled in a manner consistent with procedures fully or partially described in the SGS UFSAR. The controls for the SGS TRM kJi4

Document Control Desk OCT 2'3 2009 LR-N09-0219 Page 2 are in accordance with NEI 98-03, Rev. 1, "Guidance for Updating Final Safety Analysis Reports." Under this approach, the TRM is maintained on site in accordance with PSEG's administrative processes, and changes are subject to review under the site 10 CFR 50.59 program. A verbatim excerpt of SGS UFSAR Section 13.5.4 is provided as Attachment 1 to this letter for your information.

PSEG has determined that the information contained in this letter does not alter the conclusion reached in the 10 CFR 50.92 no significant hazards analysis previously submitted. The regulatory commitment for control of TRM changes is provided in Attachment 2 to this letter.

The Technical Requirements Manual (TRM) contains technical requirements and/or supporting information (e.g.,

tables and component lists) which were once contained in the SGS Technical Specifications (TS)

(i.e.,

Appendix A

of the SGS Facility Operating License).

Removal of the TS and information is approved by the NRC through individual TS amendments.

The TRM is intended to provide operational guidance and requirements for various plant conditions,

actions, and testing similar to TS,
however, these requirements are in accordance with licensing commitments.

These changes add the TRM into the scope of procedures to be processed through the Station Qualified Reviewer (SQR) process and reviewed by PORC.

Future changes to the relocated requirements and supporting information are processed in accordance with section 17.2 of the UFSAR, and are subject to a IOCFR50.59 Review.

All non-editorial changes are reviewed by PORC.

The TRM is comprised of an index, the individual specification and bases.

The manual is intended to provide a single location for the relocated TS items as a convenience for operations and other station personnel.

The individual sections of the TRM contain the relocated licensing commitments which are subject to the provisions of IOCFR50.59 described above, and are controlled in accordance with the applicable established procedure process.
