August 20, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-08-010 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

SUBJECT:

UNIT 1 SHUTDOWN DUE TO OUT OF SPECIFICATION STEAM GENERATOR WATER CHEMISTRY On August 20, 2008, at 7:20 a.m., (EST), Florida Power & Light (FPL) Companys Saint Lucie Nuclear Plant Unit 1 was shutdown due to out of specification Steam Generator water chemistry.

The apparent cause was leakage into the condensate system by way of a flooded sump. Entrance of this water into the condensate system caused Steam Generator chlorides and conductivity levels to increase. The sump flooded due to the heavy rains from Tropical Storm Fay, exceeding the ability of the sump pump to remove water. No safety-related equipment was affected. Unit 2 was not affected and is currently at 100 percent power.

The NRC resident inspectors were onsite and have closely monitored the licensees activities. Based upon current information, the NRC plans to conduct routine inspection follow-up.

The State of Florida was informed of the event by the NRC.

Region II received initial notification of this occurrence from the licensee at approximately 4:00 a.m., on August 20, 2008. The information presented herein has been discussed with FPL, and is current as of 1:00 p.m., August 20, 2008.
