Florida Power and Light Company St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 and 72-61 Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 and 72-62 FPL Energy Seabrook, LLC Seabrook Station Docket No. 50-443 Notification of Intent to Apply Previously Approved 10 CFR 50 Appendix B Quality Assurance Program to Independent Spent Fuel Storage Installation Activities In accordance with 10 CFR 72.140(d), Florida Power & Light Company (FPL), the licensee for St. Lucie Nuclear Plant, Units 1 and 2, and Turkey Point Nuclear Plant, Units 3 and 4, and FPL Energy Seabrook, LLC (FPL Energy Seabrook), the licensee for Seabrook Station, hereby provide notification of their intent to apply the previously NRC-approved 10 CFR 50, Appendix B, quality assurance programs for St. Lucie Units 1 and 2, Turkey Point Units 3 and 4, and Seabrook Station to independent spent fuel storage installation (ISFSI) activities. In accordance with 10 CFR 72.140(d), FPL and FPL Energy Seabrook shall also meet the requirements of 10 CFR 72.174 for recordkeeping.
The St. Lucie Unit I and Turkey Point Units 3 and 4 quality assurance program, Florida Power
& Light Company Topical Quality Assurance Report, FPLTQAR 1-76A, Revision 0, was submitted to the NRC on January 28, 1976, and modified by page changes dated June 16, 1976.
The associated docket numbers are 50-335, 50-250, and 50-251, respectively.
The NRC approved FPLTQAR 1-76A, Revision 0, on July 2, 1976. The FPLTQAR 1-76A is maintained under the provisions of 10 CFR 50.54(a) and was last updated and submitted to the NRC pursuant to 10 CFR 50.54(a)(3) on June 30, 2006.
The St. Lucie Unit 2 quality assurance program, FPLTQAR 1-76, Revision 5, was submitted to the NRC on June 16, 1982, under docket number 50-389. The NRC approved the program in Supplement 2 to the plant operating license Safety Evaluation Report (NUREG-0843), issued September 1982. As mentioned above, FPLTQAR 1-76A is maintained under the provisions of 10 CFR 50.54(a) and was last updated and submitted to the NRC pursuant to 10 CFR 50.54(a)(3) on June 30, 2006.

".urkey Point Units 3 and 4, Docket Nos. 50-250, 50-251 and 72-62 Seabrook Station, Docket No. 50-443 L-2006-218, Page 2 of 2 The Seabrook Station quality assurance program was submitted to the NRC as part of the Final Safety Analysis Report on June 29, 1981, under docket number 50-443. The NRC accepted the initial Seabrook Quality Assurance Program in Supplement 3 to the plant operating license Safety Evaluation Report (NUREG-0896), in July 1985.
In July 1986, the NRC issued Supplement 5 to NUREG-0896, which accepted modifications to the originally submitted QA program. The program is currently maintained as Chapter 17.2 of the Seabrook Station Updated Final Safety Analysis Report.
On March 31, 2006, FPL, FPL Energy Seabrook, and FPL Energy Duane Arnold submitted a common Quality Assurance Topical Report (QATR) for NRC review and approval in accordance with the provisions of 10 CFR 50.54(a)(4).
When approved, the subject FPL/FPL Energy nuclear units intend to apply the common 10 CFR 50 Appendix B quality assurance program to ISFSI activities. The March 31, 2006 submittal included the 10 CFR 72.140(d) notifications applicable to a common QATR.
