Letter from Randall K. Edington (Nebraska Public Power District) to U.S. Nuclear Regulatory Commission, dated December 8, 2005, "Request for Use of Delta Protection Single-Use Supplied-Air Suits" (NLS2005029)

The purpose of this letter is for the Nebraska Public Power District (NPPD) to correct a technical error, revise the requested protection factor, and clarify one of the commitments made in conjunction with the Request for Use of Delta Protection Single-Use Supplied-Air Suits (Reference).

The original submittal (Reference) stated that Mururoa suits can be used in temperatures up to 140 degrees Fahrenheit ('1F). This is incorrect. 1 40'F is the maximum storage temperature as given in the Manufacturers General Description (Enclosure 5.1 to the Reference) wvhile 13 V F is the maximum usage temperature identified by the manufacturer.

NPPD originally requested an assigned protection factor of 2000. Further review of industry use of these suits shows the Nuclear Regulatory Commission has approved an assigned protection factor of 5000 for some nuclear utilities. The documentation submitted with the original request supports a larger assigned protection factor. Consequently, NPPD would like to revise the request to read, "NPPD is requesting authorization for their [single-use supplied-air suits manufactured by Delta Protection] use as respiratory protection equipment and requesting an assigned protection factor of 5000."

One of the original commitments read, "NPPD will report any defects of these suits in a timely manner to the United States nuclear industry through our Operating Experience process and to the manufacturer." The committed date was given as "Prior to first use."

NLS2006050 Page 2 of 2 The revised commitment reads, "Upon discovery NPPD will report any defects of these suits to the United States nuclear industry through our Operating Experience process and to the manufacturer." The intent of the revised commitment is to clarify that it is NPPD's intention that this is an ongoing commitment and that reporting wvill be made upon discovery of defects. This commitment wvili be incorporated into plant procedures prior to the first use of the suits and the commitment wvill be maintained as an ongoing commitment.
