By letter dated December 6, 2005, the FirstEnergy Nuclear Operating Company (FENOC) requested authorization to use Delta Protection Supplied-Air Containment Suits as respiratory protection equipment with an Assigned Protection Factor of 5000 (letter numbers: Beaver Valley L-05-056, Davis Besse Serial Number 3101, and Perry PY-CEI/NRR-2839L). In telephone discussions occurring during January 2006, the NRC staff requested clarification of a regulatory commitment made in the December 6, 2005 submittal. The regulatory commitment stated that the Delta suits will be used in accordance with the manufacturer's recommendations.

The manufacturer's recommendations to be implemented are contained in the "Mururoa V4 Fully Enclosed Suit - General Description" (dated June 9, 2001) and the "M.T.H. 2 - Instructions For Use" (dated December 2000). No exceptions will be taken. These documents were included in the December 2005 submittal as Enclosure I - Attachment 1 and Enclosure 1 - Attachment 6, respectively.
