C. 20555-0001 Vogtle Electric Generating Plant Request for Surveillance Test Interval Extensions for Commnents of the Reactor Protection Svstem Ladies and Gentlemen:

By Southern Nuclear Operating Company (SNC) letter dated January 27,2005, SNC proposed to revise Vogtle Electric Generating Plant (VEGP) Unit 1 and Unit 2 Technical Specifications (TS) by extending the Surveillance Test Intervals (STI) for components of the Reactor Protection System. The proposed changes will revise TS Limiting Conditions for Operation (LCOs) 3.3.1,3.3.2,3.3.6, and 3.3.8. Specifically, the Reactor Trip Breaker (RTB) bypass test time is relaxed from 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
to 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
, the completion time from 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
to 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
, and the Surveillance Frequency from 2 months to 4 months in TS LC0 3 -3.1. The Surveillance Frequencies for the Logic Cabinet are relaxed from 2 months to 6 months, the Master Relays are relaxed from 2 months to 6 months, and the Analog Channels from 3 months to 6 months in TS LCOs 3.3.1.3.3.2.3.3.6. and 3.3.8.

In order to effectively implement this amendment, SNC is requesting a 60-day implementation period. This time period would allow us to optimize any required procedure changes, surveillance task sheets revisions, and surveillance scheduling. The requested time frame is based on discussions with the involved VEGP personnel and with industry personnel that have already implemented this change. The original submittal did not have an implementation time frame request.
