Letter from Keith R. Jury (AmerGen Energy Company, LLC) to U. S. Nuclear Regulatory Commission, "Request for License Amendment Related to Revision of Instrument Channel Trip Setpoint Allowable Values," dated November 11, 2003 In the referenced letter, AmerGen Energy Company (AmerGen), LLC submitted a request for a change to Appendix A, Technical Specifications (TS), of Facility Operating License No. NPF-62 for Clinton Power Station (CPS). Specifically, the proposed change is requested to make revisions to instrument channel trip setpoint allowable values for thirteen TS defined functions.
The current allowable values for these functions were determined to require revision during a detailed review of all CPS instrumentation setpoints and allowable values. The revisions are corrective measures needed to remedy a previously identified and corrected concern regarding control and quality of calculations for instrumentation setpoints and allowable values. As a result of the concern, an extensive program was implemented to identify the full scope of the issue and to revise the associated calculations as required. The proposed allowable values included in the referenced letter represent the full scope of TS changes required as a result of that program.
The NRC, in support of their review of the referenced amendment request, has requested copies of several representative calculations from the amendment request to verify methodology. In addition, it was requested that AmerGen provide a copy of the CPS Setpoint Methodology. The new allowable values proposed in the referenced letter were calculated in accordance with the guidance provided in Regulatory Guide 1.105, po D\\

Nuclear Regulatory Commission Page 2 "Instrument Setpoints," as implemented by the CPS Setpoint Methodology and the Instrument Society of America (ISA) Standard S67.04, "Setpoints for Nuclear Safety Related Instrumentation," Parts I and 11, dated September 1994. Attachments 1, 2, and 3 to this letter provide the requested representative calculations. Attachment 4 contains the CPS Setpoint Methodology.
