Answer and Response to First Revised Order Establishing Interim Inspection Requirements for Reactor Pressure Vessel Heads at Pressurized Water Reactors In accordance with 10 CFR 50.4, Omaha Public Powver District (OPPD) hereby submits information in response to the First Revised Order establishing Interim Inspection Requirements for Reactor Pressure Vessel Heads at Pressurized Water Reactors (hereinafter "Order") issued by the United States Nuclear Regulatory Commission (NRC) on February 20, 2004.

Employment with Equal Opportunity

U. S. Nuclear Regulatory Commission LIC-04-0033 Page 2 OPPD consents to the Order and specifically does not request a hearing. OPPD has determined its primary water stress corrosion cracking (PWSCC) susceptibility category for the 2005 Spring Refueling Outage (RFO) to be "High" per the guidance in Reference 6, Sections IV.A and IV.B. Therefore, in the 2005 Spring RFO, OPPD will implement the reactor pressure vessel (RPV) head inspection and reporting requirements of Reference 6, Sections IV.C(1), IV.C(5), IV.D, and IV.E.

I declare under penalty of perjury that the foregoing is true and correct and copies of the response were sent to the addressee and listed individuals. (Executed on March 11, 2004).

This letter contains the following commitment:

"In the 2005 Spring RFO, OPPD will implement the reactor pressure vessel head inspection and reporting requirements of Reference 6, Sections IV.C(1), IV.C(5),

IV.D, and IV.E." (A/R 34594)
