Fitness for Duty Program Six Month Performance Report January - June 2003 PROGRAM

SUMMARY

The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 27.3 percent of the population have been randomly tested.

The rate of positive tests from random testing is 0.00 percent.

POSITIVE RESULTS:

As shown on the attached sheets, there was a total of one confirmed positive test result for amphetamines during this reporting period.

MANAGEMENT ACTIONS:

During Pre-Access testing, one contractor sample and one licensee sample were classifed as 'suspect' because of the reaction to the nitrite test. During random testing, one licensee sample was classified as 'suspect' because of the reaction to the nitrite test. Two random samples received from contractor employees were classified as 'suspect' due to a low temperature reading. Additional specimen's were collected under direct observation and classified as 'Other' for all suspect samples.

The samples were sent to the confirmatory laboratory and all samples returned negative results.

Access was denied to the short-term contractor that tested positive for amphetamines during Pre-Access testing. Management was notified and the individual's file was annotated to reflect the positive result and management's action.

During this reporting period, two 'for-cause' collections were requested. One collection was requested because of an accident. The other collection was requested due to behavioral observations. Both 'for-cause' samples were returned with negative results.

There was one licensee employee that participated in the follow-up program during this reporting period. Ten tests were administered to the employee. All test results were favorable.

EVENTS REPORTED TO THE NRC:

During this reporting period, there were no violations of the fitness for duty program that were reportable.

PROGRAM EVALUATION:

No programmatic problems were identified during this reporting period.
