Dear Sir:

Trojan Nuclear Plant Site Characterization Report As requested by the NRC on December 7, 1999, this letter transmits to the Nuclear Regulatory Commission (NRC) the Trojan Nuclear Plant Site Characterization Report, Revision 0.1, dated February 8, 1995. The enclosed report is submitted as supplemental information to assist the NRC in its review of the Trojan Nuclear Plant License Termination Plan.

Having been assembled and maintained as an internal document, the enclosed Site Characterization Report formed the basis for the site characterization information previously approved by the NRC as part of the Trojan Nuclear Plant Decommissioning Plan. Because the Site Characterization Report is historical and was not prepared originally for submittal to the NRC, it was not assembled using NRC guidance on standard formatting for licensee submittals.

However, since the NRC has requested this report to support the NRC's License Termination Plan review schedule, PGE provides the enclosed Trojan Nuclear Plant Site Characterization Report with only some minor editorial changes from the February 8, 1995, revision.
