Report for 2009

Dear Commissioner and Staff:

Pursuant to 10 CFR 72.4 and 10 CFR 72.44(d), this letter provides the report of the quantity of radionuclies released to the environment in liquid and gaseous effluents due to the operation of the Humboldt Bay (HB) Independent Spent Fuel Storage Installation (ISFSI) for the calendar year of 2009. As stated in the HB ISFSI Final Safety Analysis Report (FSAR) Section 7.2.2, the construction and testing of the HB ISFSI multi-purpose canisters (MPCs) ensure that no release of radioactive effluents will occur at the ISFSI. Section 7.7 of the FSAR further states that no radioactive gas, liquid or solid waste effluents are released from the HB ISFSI; a radioactive effluent monitoring system is not required; and routine monitoring for effluents is not performed. In addition, Section 11.1.1.2 of the NRC Safety Evaluation Report dated November 2005, states that the staff finds that the design of the seal-welded MPCs allows no generation of effluents. Therefore, there were no radionuclides released to the environment from liquid or gaseous effluents during the period of January 1, 2009 through December 31, 2009.

Sincerely, PAUL J. ROLLER cc: Elmo E. Collins, Jr., NRC Region IV Shana Helton, NRC John B. Hickman, NRC Christopher M. Stabb, NRC --- T--I PG FossilGen HBPP Humboldt Distribution
