ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR TROJAN LICENSE AMENDMENT REQUEST

Dear Mr. Jenkins:

By letter dated March 10, 2020 (Agencywide Documents Access and Management System Accession No. ML20083G798), Portland General Electric Company submitted to the U.S.

Nuclear Regulatory Commission (NRC) an amendment request to Special Nuclear Materials (SNM) license number SNM-2509 for the Trojan Independent Spent Fuel Storage Installation.

The proposed amendment request seeks to change the Trojan ISFSI safety analysis report description of the evaluation of the explosion accident event originating from cargo transported by rail and waterborne vessels that could potentially affect the ISFSI.

As part of its review of the proposed amendment, the NRC has performed an environmental assessment pursuant to 10 CFR 51.21 and 10 CFR 51.30(a). Enclosed is a copy of the Notice of Issuance of the environmental assessment and finding of no significant impact regarding this action for your information. The NRC will notify you in a timely manner of our decision on this amendment request.
