.. Pursuant to your letter of. May 23,11989, it is our understanding that the following actions will be accomplished:

' 1. Prior to restart' of Unit 2, determine and resolve the apparent material i

' defects associated with the pressuri2.er penetrations, and prior to restart of Unit 1, provide the basis for a determination that the. issue either. is not applicable to Unit 1 or, if applicable, that the issue has been resolved such that the unit can be safely operated.

2. Prior to restart of either unit, determhe and correct the root cause(s) of the problems which have been manifested as weaknesses in:

'a. -Control of system status,

b. Control of work activities, and I

c. Procedure use and control of procedure changes.

It Lis recognized that some longer term corrective actions may be imple-mented as part of your overall Performance Improvement Plan.

3. Prior to restart of the first unit participate in a management meeting with NRC in order to - present the results of your near-term corrective action and efforts you have taken to provide adequate assurance that such problems will not recur.
