Subject: 'NRC Inspection No- 50-317/89-17 and 50-318/89-18

This letter refers to the routine safety inspection conducted by Mr. J. F. Lara '

of this office on July 17-21, 1989 at the Calvert Cliffs Units 1 and 2, Lusby,

Maryland'of activities authorized by NRC License Nos. DPR-53 rnd DPR-69 and to >

the discussions of our findings held by Mr. Lara with Mr. L. Russell at the

conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I 'l

Inspection Report which is enclosed with this letter. Within these areas, the i

inspection consisted of selective examinations of procedures and representative  !

records, interviews with personnel, and observations by the inspectors. i

Within the scope of this inspection, no items of noncompliance were observed.

However, one. activity appears to be a deviation from the Calvert Cliffs FSAR

regarding the sampling and testing of emergency diesel generator fuel oil.  !

This deviation is set forth in the Notice of Deviation, enclosed herewith as

Appendix A. You are requested to respond to this letter and in preparing your

response, you should follow the instructions in Appendix A. .

Our inspector also noted that one of the corrective actions being considered

for this deviation was to delete the diesel generator fuel oil sampling

commitments in the FSAR. As stated in Section 4.4 of the enclosed report, we

consider this particular corrective action to be a step in a non-conservative

direction.
