SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/99-01

AND 50-318/99-01

Dear Mr. Cruse:

This report transmits the findings of the safety inspection conducted by NRC inspectors at the

Calvert Cliffs Nuclear Power Plant from January 31, to March 20,1999. The enclosed report

presents the results of that inspection. At the conclusion of the inspection, these findings were

discussed with Mr. Katz and others of your staff. ,

Overall, the NRC has concluded that your facility was operated in a safe manner. Our inspectors

observed that your planning and preparation for the Unit 2 refueling and maintenance outage

were effective. The shutdown activities, including going to the reduced inventory condition for

steam generator nozzle dam installation, were completed successfully.

Within the area of plant support, we found that you continued to implement effective Radiological

Environmental Monitoring and Meteorological Monitoring Programs. Your maintenance and

calibration of the meteorologicalinstrumentation was effective. Your environmentallaboratory

effectively analyzed samples and conducted quality assurance and quality control activities to

verify program performance.

Based on the results of this inspection, the NRC determined that one violation of NRC

requirements occurred. The violation is being treated as a non-cited violation (NCV), consistent

with Appendix C of the Enforcement Policy. This NCV is described in the subject inspection f

report. If you contest the violation or severity level of the NCV, you should provide a response

within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear /[/

Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001, with

copies to the Regional Administrator, Region I and the Director, Office of Enforcement, United

States Nuclear Regulatory Commission, Washington, DC 20555-0001.
