By letter dated No'vember 29, 1985, you submitted your Detailed Control Roun-Design Review -(DCRDR) Sununary Report. In the report, you provided a proposed

[' implementation deadline of the end of the_7th refueling outage ( Fall 1989)..

! Our review of other utilities' submittals shows that implementation deadlines

! . fall within the 1987-1988 period, but none as late as 1989. In general, implementation should be completed within two refueling outages after the DCRDR sununary report was submitted.

I You are, therefore,' requested to provide additional justification for your l proposed implementation date. You may discuss this matter with us at'the scheduled February 13, 1986 meeting on DCRDR. In any event, your written response should be submitted no later than March'10, 1986.
