50-412/85-07 i              Gentlemen:
i                        The referenced reports identified a potential weakness in our management organization for Beaver Valley Jo. 2 Unit. The potential weakness involved a concern that our Quality Assurance Unit may not have sufficient independence from the engineering i              and construction activities since all managers reported directly to me.

,                        My July 19, 1985 response stated that we had retained the i              Management Analysis Company to review our project organization.
This review has been completed.
The Duquesne Light Company has decided to reorganize our
.              Beaver Valley No. 2 Unit Project. Effective December 1, 1985, MR. JACK A. KLINE will assume the position of Manager of Engineering and Construction. He is headquarted at the site.
Mr. Bohlke and Mr. Foley of Stone and Webster Corporation report j

directly to Mr. Kline on matters related to Engineering, Construction Cost and Schedule.
MR. ROGER E. MARTIN, Beaver Valley Unit No. 2 Engineering Aanager will assume responsibilities for all licensing activities relating to Beaver Valley No. 2 Unit. Mr. Martin, as Licensing
;              Manager, will coordinate NRC and post-ACRS activities in support j              of fuel and commercial operation. He replaces Mr. E. F. Kurtz,

Mr. Thomas E. Murley December 6, 1985 Page 2 MR. JOHN THOMAS has been appointed No. 2 Unit Project Engineering Manager. In this role, Mr. Thomas is the Duquesne Light Company point-of-contact for all engineering activities in support of construction and startup of Beaver Valley No.
2 Unit.
Additionally, Duquesne Light Company has supplemented its engineering staff at the site and will maintain a full-time presence in Boston.
MR. DONALD SCAPINI is the Duquesne Light Company resident Engineering Manager at the Stone and Webster 2ngineering offices in Boston reporting to Mr. Thomas.
MR. MICHAEL O'NEILL is the Duquesne Light Company Field Engineering Manager at the site responsible for providing the necessary Duquesne Light Company oversight and direction to the field engineering effort. He reports to Mr. Thomas.
MR. R. J. SWIDERSKI has assumed the position of Manager of Startup and Operations effective December 1, 1985. He is head-quartered at the site and reports directly to me. He is responsible for all activities related to startup, preoperational testing and the direction of the Duquesne Light Company personnel and contractors who are performing activities related to startup, testing, operating and maintaining all permanent plant equipment prior to fuel loading.
MR, C. E. EWING, Manager of Quality Assurance will continue to report to me. In addition to his existing staff, he will be assisted by Mr. A. W. CREVASSE, Deputy Manager of Quality Assurance.
Mr. Crevasse will assume responsibility for QA/QC of the startup activities.
MR. E. J. WOOLEVER, Vice President, Special Nuclear Projects will continue to report to me. He is responsible for directing the preparation of the material for the PUC audit.
An organization chart which displays the reporting relation-ship between engineering, construction, startup and quality assurance is attached.
We believe that these changes provide additional strength to our management organization and ensure the complete independence of quality activities.
