This confirms observations and discussions relating to your physical protection program which took place during the July 17-19, 1985 visit to your facility by Mr. Odell Smith of my staff, and subsequent discussions of some of those matters during a visit to our Silver Spring, Maryland office by your Messrs. Robert Gregg and Richard Gigliotti on September 6, 1985.
As pointed out during the September 6, 1985 discussions, considerable improve-ments in your overall physical protection program have been made since the safeguards regulatory effectiveness review (RER) which was conducted at your facility in February 1984. The achievements in the areas of management, super-vision and training of the security organization, as evidenced by the aggressive performance of a highly motivated guard force during Mr. Smith's visit, are especially noteworthy.
Our comments concerning outstanding issues relating to the RER and Safeguards Bulletin #38 are contained in the enclosure to this letter. Those matters which require formal licensing action are addressed in a separate letter.
The enclosure to this letter is withheld from public disclosure because it contains classified (C0tlFIDENTIAL) National Security Information.
