Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the f ollowing modifications to Appendix A of the Operating License.

PROPOSED CHANGE The change involves a revision of pages 190-a, 192, and 193 of the Vermont Yankee Technical Specifications. The revision to pages 190 a, 192, and 193 simply reflects a change in the title of the Shif t Technical Advisors to Shif t Engi nee rs. The revision to page 192 additionally reflects a change in the reporting line of the Shif t Engineer to the Operations Shif t Supervisor.

REASON FOR CHANGE This change is prompted by the events described in Reference (b), as well as an internal assessment of the current Shif t Technical Advisor (STA) program. 'Ihe conclusion of both reports is that the STA f unction must be f ully integrated with the operating crew. The method selected for achieving this objective is to transfer administrative responsibility for the STA program f rom the Technical Services Superintendent to the Operations Department, as allowed by Reference (c).

SAFETY CONSIDERATION This proposed change is admf uistrative in nature and has no safety or environmental significance.

FEE DETERMINATION This change is pro forma, administrative in nature, and has no safety or environmental significance. For these reasons, Vermont Yankee Nuclear Power Corporation proposes this change as a Class 11 amendment which requires a fee payment of $1,200.00. A check in the amount of $1,200.00 is enclosed.

SCHEDULE OF CHANGE Approval of this change is requested by April 22, 1983, which is the expected startup date following our 1983 ref ueling outage.
