APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Author,ity of the State of New'mork, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.

This proposed amendment of the James A. FitzPatrick Nuclear Power Plant Facility Operating License seeks to amend several different portions of Appendix A. A change to Table 3.6-lb (page 156r, " Safety Related Mechanical Snubbers,") includes a minor renumbering of these snubbers for clarity and the addition of a sixteenth snubber. This constitutes a change committed to regarding I.E. Bulletin No. 81-01.

Figure 6.2-1, " Plant Staff Organization" on page 260 is updated to more clearly illustrate the Security and Safety Superintendent's performance and monitoring functions regarding the FitzPatrick fire protection program. On the same figure, the Training Coordinator's title is changed to reflect the exsisting organization structure.

Section 4.11.B (page 239, " Crescent Area Ventilation") is revised to require that unit coolers serving ECCS components are checked for operability once per three months, rather than during the surveillance testing of the associated pumps, as currently required.

In Section 6.5.2.8(e) on page 252a, the audit frequencies for emergency preparedness and safeguards contingency plans are revised to agree with the requirements of parts 73.40(d) and 50.54 (t),

respectively, of Title 10 of the Code-of Federal Regulations.
