Thank you for your letter of November 1,1985, in response to our letter and Notice of Violation dated October 3,1985. We have reviewed your reply and find it responsive to our concerns relating to failure to maintain fire doors shut as required. We will monitor your progress in achieving and maintaining compliance with Unit 2 Technical Specification 3.7.11 which requires that penetration fire barriers protecting safety-related areas shall be functiona Your reply indicated disag'reement with our position that Unit 1 Technical Specification 4.20.1.b was violated since valves FS-121 and FS-122 are equipped with tamper switches and should be considered as. "othemise secured."

As part of our review we confirmed that the valves are equipped with tamper switches which will actuate an audible alarm and a visible indicator in the control room if the valve positions are changed. We have also verified that the tamper switches and associated alarm are checked for operability every 6 months-as part of the fire system surveillance tes We have discussed your position and the abo'e v system details with the NRC
