AFW pump operability due to an issue identified for natural circulation cooldown with a faulted
steam generator (i.e., inactive loop). A reduction in the
Technical Specification 3.4.16 dose equivalent
iodine (DEI) limit (from 1Ci/gm to 0.4Ci/gm) was imposed without a
10 CFR 50.59 evaluation and/or license amendment. Specifically, the licensee did not consider the compensatory measure of reducing
Technical Specification 3.4.16 limits on DEI-131 as a change to technical specifications.The licensee considered this a temporary action that did not meet the intent of
10 CFR 50.90 for a technical specification change.
