Title

Failure to Translate the Design Requirements into Instructions for Refueling Emergency Diesel Generators

Description

The inspectors identified a Green finding and associated non-cited violation of 10 CFR Part 50, Appendix B, Criterion III, Design Control, for the licensees failure to translate current design into instructions for Unit 1 and Unit 2 diesel fuel oil transfer system. Specifically, the licensee failed to translate the current diesel fuel oil transfer system design into instructions to refuel Unit 1 and Unit 2 safety-related fuel bunkers, T-57 and 2T-57, if the non-safety bulk diesel fuel oil tank T-25 was unavailable following a design basis event (e.g., tornado, external flooding, or earthquake) for which it was not designed to withstand.
