| Description | The inspectors determined there was a self-revealing Green non-cited violation (NCV)of Technical Specification (TS) 6.8.1, Procedures and Programs, when PSEG did not follow procedure S1.OP-SO.SG-0002, Maintaining Steam Generators in Wet Layup, Revision 10, step 5.7.7L, to close the 14 steam generator (SG) blowdown manual nitrogen supply valves prior to entry into MODE 4 on November 7, 2017, and MODE 3 on November 9, 2017. Specifically, 14 SG blowdown manual nitrogen supply valves were left open during startup transition from MODE 5 through MODE 3 (Hot Standby), which resulted in a steam leak into the Unit 1 auxiliary building (AB) through an actual open pathway upstream of the 14 SG blowdown containment isolation valve. |
