The Nuclear Regulatory Commission (NRG) issued Amendment 213 to Wolf Creek Nuclear Operating Corporation (WCNOC) Facility Operating License (FOL) No. NPF-42 (Reference 1) in August of 2015. A License Condition was issued with the Amendment which provides for either of two options: to demonstrate that the current Loss-of-Coolant Accident (LOCA) safety analyses are conservatively bounded or to provide a schedule for an approved re-analysis. The purpose of this letter is to provide the latter, a schedule for licensing basis re-analyses of Peak Clad Temperature (PCT) as required by 10 CFR 50.46(b)(1).

Reference 2 is verification that the NRG found WCAP-16996-P/WCAP-16996-NP (Rev 1),

"Realistic Loss-of-Coolant Accident (LOCA) Evaluation Methodology Applied to the Full Spectrum Loss-of-Coolant Accident (FSLOCA) Methodology," acceptable for use in future licensing actions. Reference 3 is verification that the NRG found WCAP-17642-P-A/WCAP-17642-NP-A (Rev 1), "Westinghouse Performance Analysis and Design Model (PADS),"

acceptable for future licensing actions.

As documented in the Reference 4, significant margin exists between the PCT values calculated within the current Large Break and Small Break LOCA analyses of record (1890°F and 981°F, respectively) and the 10 CFR 50.46(b)(1) regulatory limit of 2200°F. As such, WCNOC has determined that an immediate re-analysis is not warranted and instead plans to address the re-analysis work within its long range planning, providing the results by June 30, 2027.
