Environmental Review Approved X Disapproved Abstain Not Participating COMMENTS: Below X Attached None I appreciate the staffs timely response providing options to implement the Commissions direction in SRM-SECY-21-0066, Rulemaking Plan for Renewing Nuclear Power Plant Operating Licenses - Environmental Review. I approve the staffs recommended Alternative 3.

As outlined in the paper, this is the most compressed schedule option and provides for a rulemaking to update the License Renewal GEIS, Table B-1 in Appendix B to Subpart A of 10 C.F.R. Part 51, removal of the word initial from 10 C.F.R. § 51.53(c)(3), and updates to associated guidance to be completed within 24 months. As part of the rulemaking, the staff will consider changes to applicable laws and regulations, new data, and experience in conducting similar environmental reviews. I consider it a priority for this effort to be completed as expeditiously as possible to clearly, efficiently, and equitably resolve the path forward for subsequent license renewal applicants. Therefore, I would support an even more compressed schedule if other high-profile projects like Part 53 would not be impacted. In my view, this could be possible if the staff confirms its previous conclusions with respect to the environmental impacts of Category 1 issues, leverages work done on similar environmental reviews, and maintains a core team of subject matter experts in license renewal to perform the analysis and respond to stakeholder feedback. I agree with Chairman Hanson that the staff should engage the Commission if additional resources are needed to meet or accelerate the schedule or if they encounter any issues with the schedule.
