2022- Mark Olalde I am requesting a document from 05/26/22 000173 1960 that does not appear in the ADAMS database. The mill site's docket number is 40-8903 -- which appears as 04008903 in ADAMS --

but the site's documents only go as far back as 1964. The document I am requesting is referenced in the Environmental Protection Agency's "Fifth Five-Year Review Report for Homestake Mining Company Superfund Site Cibola County, New Mexico" --

https://semspub.epa.gov/work/06/100 025018.pdf which says, "Groundwater contamination was first discovered at the Site by the New Mexico Department of Health in 1960." I am requesting that 1960 document confirming groundwater contamination, which I believe is a letter sent either to the company or to the NRC.

Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending May 27, 2022 U.S. Nuclear Regulatory Commission (NRC) Staff Hosted a Public Pre-Application Meeting With NuScale On May 19, 2022, NRR staff hosted an observation public pre-application meeting with NuScale Power, LLC (NuScale), regarding the Carbon Free Power Project (CFPP) Regulatory Engagement Plan submitted on January 28, 2022. This meeting was the kick-off to the project and allowed participants and members of the pubic to hear the CFPPs plans to build the NuScale Power NPM-20 small modular reactor design at the Idaho National Lab site.

NRC Staff Held Annual NRC/Industry Material Technical Exchange Public Meeting On May 25 and 26, 2022, the NRC staff conducted the annual NRC/Industry Material Technical Exchange Public meeting in the Commissioners Hearing Room. This was a hybrid meeting and the meeting announcement can be found at Agencywide Document Access Management System (ADAMS) Accession No. ML22144A345. The purpose of this meeting was to exchange technical information related to the activities of industry materials programs (e.g., Electric Power Research Institute, Materials Reliability Program, Boiling Water Reactor Vessels and Internals Project, Welding and Repair Technology Center, International Materials Research, and the Pressurized Water Reactor Owners Group Materials Committee), in particular as related to the integrity of reactor pressure vessels, reactor vessel internals, and piping. Presentation topics included irradiated stainless steel fracture toughness, harvesting, stress corrosion cracking in foreign plants, vessel supports, performance monitoring, and risk-informed decision making for materials issues.

NRC Staff Makes a Reference File Related to Differing Professional Opinions Document Publicly Available On May 26, 2022, the NRR made publicly available a Differing Professional Opinion (DPO) reference file related to DPO-2020-004 (NuScale safety DPO). The DPO raised concerns regarding the NuScale reactor building design evaluated in the staffs Final Safety Evaluation Report for NuScales design certification application Section 3.8.4, Seismic Category 1 Structures, and, in part, Section 3.8.5, Foundations. The reference file contains additional information on the DPO that did not meet the criteria for inclusion in the DPO case file, including the May 13, 2022, Staff Response to Taskings in Decision on Differing Professional Opinion Appeal Concerning (DPO2020004). The redacted, public reference file may be found in ADAMS at ML22140A377.

NRC Issued Closeout Letter for Prairie Island On May 26, 2022, the NRC staff issued closeout letter (ML22145A020) for Bulletin 2012-01, Design Vulnerability in Electric Power System, (ML12074A115) for Prairie Island Nuclear Generating Plant (Prairie Island). The staff has reviewed the information submitted by Northern States Power Company (the licensee) and the results of NRCs Temporary Instruction 2515/194, Inspection of the Licensees Implementation of Industry Initiative Associated with the Open Phase Condition Design Vulnerabilities in Electric Power Systems (NRC Bulletin 2012-01), inspections for Prairie Island in reaching the closeout conclusion.

NRC Staff Held Public Webinar on Preliminary Proposed Rule Changes and Recent Rule Changes On May 25, 2022, the staff held a public webinar to provide an opportunity for external stakeholders and the NRC staff to exchange information on the NRCs development of the Title 10 of the Code of Federal Regulations (10 CFR) Part 53 preliminary proposed rule language for Framework A (PRA-centered approach). The NRC staff and stakeholders discussed the second iteration of the Framework A consolidated preliminary proposed rule language released on May 11, 2022 (ML22125A000). Key topics discussed included how human actions are described in the rule, analyses to demonstrate meeting the quantitative health objectives, how beyond design basis events are addressed, and decommissioning cost estimates. The meeting also included discussions on recent changes to rule language for 10 CFR Part 26 fitness-for-duty requirements and 10 CFR Part 73 cyber security and access authorization requirements.

NRC Staff Hosts the Bi-Monthly Reactor Oversight Process Public Meeting On May 26, 2022, the NRC staff hosted the bi-monthly Reactor Oversight Process (ROP) public meeting. Topics included NRCs Artificial Intelligence Strategic Plan and Roadmap (ML22143A926); commercial-grade dedication and engineering inspections; causal evaluation methods for Inspection Procedure 95001, Supplemental Inspection Response To Action Matrix Column 2 (Regulatory Response) Inputs, and other supplemental inspections; preliminary recommendations from the Follow-on COVID-19 Lesson Learned Working Group (ML22139A171); status of ROP Enhancement activities; self-assessment review of Significance Determination Process timeliness (ML22144A257); the Nuclear Energy Institutes (NEI) update on NEI 99-02 revision 8, Regulatory Assessment and Performance Indicator Guideline, and submission of Performance Indicator Frequently Asked Questions document, FAQ 22-02, related to a scram at Diablo Canyon (ML22144A144). Attendees included the industrys Reactor Oversight Process Task Force, NextEra, Entergy, and members of the public.
