Items of Interest Week Ending October 22, 2021 SHINE Provides Schedule Update for Construction Completion On October 15, 2021, SHINE Medical Technologies, LLC (SHINE) submitted a letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21288A543) to the U.S. Nuclear Regulatory Commission (NRC) providing expected phased construction completion dates. The completion dates are as follows: Phase 1 and 2 in May 2023; Phase 3 in May 2024; and Phase 4 in August 2025. SHINE plans to submit a license application supplement describing its approach to phased construction in January 2022. The staff will issue a revised review schedule once it receives SHINEs application supplement describing the phased construction approach.
NRC Issues Draft Safety Evaluation Report for the North Anna Power Station Subsequent License Renewal Application On October 18, 2021, the staff issued the draft safety evaluation report associated with the review of the North Anna Power Station Subsequent License Renewal Application (SLRA)
(ADAMS Accession No. ML21264A011). Dominion Energy submitted this SLRA for the subsequent renewal of North Anna Power Station, Units 1 and 2, to extend the operating licenses for an additional 20 years beyond the current license expiration dates. The new expiration dates would be April 1, 2058, for Unit 1 and August 21, 2060, for Unit 2. The next step is to discuss the SER with the full ACRS Committee during the 666th Meeting to be held December 1-3, 2021.
NRC Conducts Public Meeting on Various Reactor Oversight Process Topics On October 20, 2021, NRC staff hosted a public meeting to discuss various topics including industry feedback on the COVID-19 Lessons Learned Charter (ADAMS Accession No. ML21264A314); next steps on the withdrawn ROP SECY papers, SECY-19-0067, Recommendations for Enhancing the Reactor Oversight Process (ADAMS Accession No. ML21291A190) and SECY-18-0113, Recommendations for Modifying the Reactor Oversight Process Engineering Inspection (ADAMS Accession No. ML21291A189); and updates on Title 10 of the Code of Federal Regulations 50.72(b) rulemaking; and status of Inspection Manual Chapter 0609, Appendix C, Occupational Radiation Safety SDP.
NRC Conducts Meeting on Digital Modernization Project for Limerick Generating Station On October 20, 2021, NRR and Exelon held a partially closed pre-submittal meeting to discuss a planned license amendment request (LAR) to support a digital modernization project planned for the Limerick Generating Station, Units 1 and 2, and to understand how the proposed changes will address fundamental instrument and control design principles and regulatory requirements. In addition to replacing analog safety systems with a digital safety system, Exelon plans on replacing and combining the reactor protection system, nuclear steam supply shutoff system, and emergency core cooling system into a single digital plant protection system using the Westinghouse Common Q technology. Exelon plans to submit its LAR in the third quarter of calendar year 2022 and, if approved, plans to install the modification in 2024 for Unit 1 and 2025 for Unit 2. The Department of Energy announced a $50M cost-share award to Exelon for the Limerick digital modernization project.

NRC Host Aluminum High Energy Arcing Fault Workshop On October 20, 2021, NRR and the Office of Nuclear Regulatory Research hosted a public workshop to provide an update on NRC and Electric Power Research Institute activities related to the potential safety-significance of aluminum high energy arcing faults. The outcome of the meeting included a rich discussion regarding relevant operating experience events and a better understanding of the perspectives and interpretation of the information. Several members of industry indicated a willingness to provide NRC with current probabilistic risk assessment information to support more realistic staff assessments.

On October 12, 2021, the Office of the Federal Register published a notice in the Federal Register (86 FR 56645) correcting two printing errors in a document that was published on September 22, 2021 (86 FR 52619).
NMSS Staff Accepted an Application for a New HALEU Shipment Package On October 19, 2021, NMSS staff accepted the application for the Model No. DN-30X transportation package for review (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21291A064). The DN30-X package, designed for transport of uranium hexafluoride (UF6) with enrichments between 10 percent and 20 percent, features a new UF6 cylinder design with added criticality control rods to obviate the need for an exemption from Title 10 of the Code of Federal Regulations 71.55 (g)(4) regarding the enrichment limitation to not more than 5 percent uranium-235. The new cylinder fits into an already certified transportation overpack. The application was submitted by Daher Nuclear Technologies GmbH (currently Orano NCS GmbH). The completion of the certification review is expected in August 2022. The DN30-X package is a first-of-a-kind design for HALEU shipments.
NRC Staff Held a Public Meeting on the Rulemaking on Alternative Physical Security Requirements for Advanced Reactors On October 19, 2021, the staff held a public meeting to discuss the eligibility criterion and associated analysis for the rulemaking on Alternative Physical Security Requirements for Advanced Reactors. The U.S. Nuclear Regulatory Commission (NRC) staff presentation included a discussion of potential eligibility criteria (ADAMS Accession No. ML21291A238). The proposed approach described by the staff addressed recent stakeholder comments and rulemaking steering committee direction. During the public meeting, it was confirmed that NRC will develop guidance for use by applicants.
NRC Staff Held a Public Meeting on the Split Rock Sites Transition to Long Term Care On October 18, 2021, the NRC staff held a public teleconference with representatives from Western Nuclear Incorporated (WNI), the Wyoming Department of Environmental Quality, and the Department of Energy (DOE). The purpose of the meeting was to discuss the status of the transition of the WNI Split Rock site to DOE for long-term care. The staff indicated that the NRC will share an updated schedule for completing the NRC activities associated with the termination of the site license in November 2021. WNI subsequently provided their opening remarks and comments in writing, which staff have placed into ADAMS (ADAMS Accession No. ML21293A038). The staff is preparing a meeting summary.

NMSS Staff Issued an Amendment to the Pilgrim Independent Spent Fuel Storage Installation License On October 21, 2021, NMSS issued an amendment to the Pilgrim license for the Independent Spent Fuel Storage Installation (ISFSI) Only Emergency Plan and associated Emergency Action Level scheme (ADAMS Accession Package ML21251A162). This license amendment is effective upon NRC receipt of written notification from Holtec Decommissioning International that all spent fuel is in dry storage located onsite at the newly built ISFSI (ISFSI II) and shall be implemented within 90 days of the effective date.
NRC Staff Conducted the Bi-annual Fuel Facility Stakeholders Public Meeting On October 20-21, 2021, the NRC staff conducted its bi-annual Fuel Facility Stakeholders Public Meeting with the Nuclear Energy Institute (NEI), the fuel cycle industry, and members of the public. The topics discussed included: Smarter Licensing and Inspection, COVID-19 lessons learned and oversight, fees, Very Low Safety Significance Issue Resolution, rulemakings, and guidance development. Several take away actions were identified for both the NRC staff and NEI, which will be documented in the meeting summary and tracked to completion at the next bi-annual meeting scheduled for the spring of 2022.
NMSS Staff Accepted an Application for the Review of a Transportation Package for High Burnup Fuel On October 21, 2021, staff accepted the application for the Model No. TN-32B spent fuel transportation package for review (ADAMS Accession No. ML21291A263). The application is for a one-time transportation of a TN-32B cask loaded with high burnup (HBU) fuel at the North Anna Power Station. The HBU Demonstration Project Cask is part of the DOE/Electric Power Research Institute High Burnup Dry Storage Research Project to collect confirmatory data on the conditions of HBU fuel in dry storage. This project supports data on the initial conditions of the fuel rods (before storage), data from the loading and initial storage period, and data on the fuel rods after storage.

Items of Interest Week Ending October 22, 2021 Environmental Justice Team Hosts Public Meeting On October 21, 2021, the Environmental Justice Review Team held a virtual public meeting to discuss feedback received to date on how environmental justice is addressed in the Nuclear Regulatory Commissions programs, policies, and activities, and to receive additional feedback before the comment period for this assessment closes on October 29, 2021 (see 86 FR 50745). The information gathered during this transcribed meeting will be used by the Environmental Justice Review Team to inform development of a paper to the Commission, consistent with the Commission's Staff Requirements Memorandum M210218B (ADAMS Accession No. ML21113A070). Approximately 130 stakeholders participated in the meeting.
