Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending AUGUST 6, 2021 NRC Issued a Letter to SHINE Medical Technologies, LLC Regarding the Revision of the Application Review Schedule On August 3, 2021, the NRC staff issued a letter informing SHINE Medical Technologies, LLC (SHINE) of the need to revise the operating license application review schedule beyond the 24-month schedule established in April 2020. This letter requested that SHINE provide updated submission dates for its phased approach supplement and subsequent request to receive and possess radioactive material, as well as the currently expected completion dates for each phase of construction by September 1. The NRC staff will use the dates provided by SHINE to establish a revised review schedule and projected level of effort to complete the detailed technical review of the operating license application.

Florida Power & Light Company Submitted a Subsequent License Renewal Application for Saint Lucie Plant, Units 1 and 2 On August 3, 2021, Florida Power & Light Company submitted a subsequent license renewal application for Saint Lucie Plant, Units 1 and 2, requesting an additional 20 years beyond the current license expiration dates which are March 1, 2036, and April 6, 2043, respectively.

NRC issued Information Notice 2021-02 entitled, Recent Issues Associated with Monitoring Occupational Exposure to Radiation from Licensed and Unlicensed Radiation Sources On August 4, 2021, the NRC issued Information Notice (IN) 2021-02 entitled, Recent Issues Associated with Monitoring Occupational Exposure to Radiation from Licensed and Unlicensed Radiation Sources, (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML21152A239) to inform addressees of recent issues associated with monitoring occupational exposure to radiation from licensed and unlicensed radiation sources under the licensees control. No specific action or written response is required.

NRC Hosted Public Meeting with Technical Specification Task Force (TSTF)

On August 5, 2021, the NRC staff and the industry-led Technical Specifications Task Force (TSTF) conducted a regularly scheduled quarterly meeting (ADAMS Accession No. ML21203A015). During the meeting, technical issues and administrative processes related to TSTF Travelers were discussed. The next TSTF quarterly meeting will take place in November.

Westinghouses Accident Tolerant Fuel Lead Test Assemblies Arrived at Oak Ridge National Laboratory for Examination On August 2, 2021, Westinghouses accident-tolerant fuels lead test assemblies arrived at Oak Ridge National Laboratory for examination after having been removed from the Byron, Unit 2 core. These test assemblies consist of chromium-coated zirconium alloy cladding and the ADOPT doped fuel pellets. Westinghouse reports that initial visual inspections of the fuel showed no signs of degradation.

On August 5, 2021, the NRC published a notice in the Federal Register (86 FR 42681) amending its spent fuel storage regulations by revising the NAC International NAC-UMS Universal Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 8 to Certificate of Compliance No. 1015. Amendment No. 8 revises the certificate of compliance to (1) add the storage of damaged boiling-water reactor spent fuel, including higher enrichment and higher burnup spent fuel; (2) change the allowable fuel burnup range; (3) expand the boiling-water reactor class 5 fuel inventory that could be stored in the cask; and (4) revise definitions in the technical specifications. The companion proposed rule was also published in the Federal Register on August 5, 2021 (86 FR 42751). This direct final rule is effective October 19, 2021.
