Items of Interest Week Ending JULY 2, 2021 NRC Held Meeting on Exelon Amendment Request to Support Limerick Units 1 and 2 Digital Modernization Project On June 29, 2021 the NRC staff held a partially closed pre-application meeting with Exelon to discuss a planned license amendment request to support a digital modernization project planned for the Limerick Generating Station, Units 1 and 2 (Agencywide Documents Access and Management System Accession No. ML21176A133). Exelon plans to submit its request in the third quarter of calendar year 2022 and plans to install the modification, if approved, in 2024 for Unit 1 and 2025 for Unit 2. The NRC staff expects to conduct additional pre-application meetings this fall.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending JULY 2, 2021 NRC Held Public Meeting to Discuss the Results of the NRC's Retrospective Review of Administrative Requirements On June 30, 2021, the NRC staff held an information public meeting to discuss the results of the NRC's Retrospective Review of Administrative Requirements (RROAR) and path forward (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21139A333). The purpose of the public meeting was to provide information, respond to stakeholder questions on the NRC staffs approach to evaluating RROAR comments as documented in SECY 21-0056, Evaluation of Stakeholder Input on Retrospective Review of Administrative Requirements, and seek input from stakeholders to inform the development of one or more RROAR rulemaking plans. The meeting was attended by approximately 100 individuals, representing the Nuclear Energy Institute, several nuclear power utilities, Senate committee staff, members of the public, and NRC staff. Based on the results from the meeting, the NRC staff is considering the need for additional stakeholder engagement to discuss the comment evaluation process for the RROAR effort.

Advanced Boiling Water Reactor (ABWR) Design Certification Renewal: Direct Final Rule and Issuance of Environmental Assessment; 10 CFR Part 52 (NRC-2017-0090; RIN 3150-AK04)

On July 1, 2021, the NRC published a notice in the Federal Register (86 FR 34905) amending its regulations to renew the U.S. Advanced Boiling Water Reactor (ABWR) standard design certification. Applicants or licensees intending to construct and operate a U.S. ABWR standard design may do so by referencing this design certification rule. The applicant for the renewal of the U.S. ABWR standard design certification is General Electric-Hitachi Nuclear Energy Americas, LLC. The companion proposed rule was also published in the Federal Register on July 1, 2021 (86 FR 35023). Comments are requested by August 2, 2021. This direct final rule is effective September 29, 2021.

NuScale Small Modular Reactor Design Certification: Proposed Rule; 10 CFR Part 52 (NRC-2017-0029; RIN 3150-AJ98)

On July 1, 2021, the NRC published a notice in the Federal Register (86 FR 16087) proposing to amend its regulations to certify the NuScale standard design for a small modular reactor.

Applicants or licensees intending to construct and operate a NuScale standard design may do so by referencing this design certification rule. The applicant for certification of the NuScale standard design is NuScale Power, LLC. Comments are requested by August 30, 2021.

NRC Issued Letter to Holtec International on the Revised Review Schedule for the HI-STORE Consolidated Interim Storage Facility (CISF) License Application On July 2, 2021, the NRC staff issued a letter to Holtec International announcing the revised schedule for the completion of the safety and environmental review of the HI-STORE CISF license application (ADAMS Accession No. ML21181A389). The letter states that the NRC staff expects to publish the final Environmental Impact Statement by November 2021, and issue the final Safety Evaluation Report, in conjunction with its final licensing decision, by January 2022.

Office of Nuclear Security and Incident Response Items of Interest Week Ending JULY 2, 2021 NRC Completed First Round of Cyber Security Inspections at Nuclear Power Reactor Sites On June 25, 2021, the NRC staff completed its on-site activities for the final power reactor cyber security full implementation inspection. Since July 2017, regional inspectors have conducted inspections at all power reactor sites, verifying licensees' implementation of the 2009 cyber security rule (10 Code of Federal Regulations §73.54). The NRC staff is developing a revised cyber security inspection procedure and plans to restart power reactor cyber security inspections as part of the next biennial Reactor Oversight Process cycle.
