Items of Interest Week Ending OCTOBER 16, 2020 Staff Received Letter Regarding Fuel Removal from Duane Arnold Energy Center On October 12, 2020, NextEra Energy Duane Arnold, LLC (NEDA) issued a letter to the U.S.

Nuclear Regulatory Commission (NRC) certifying that fuel was permanently removed from the Duane Arnold Energy Center (DAEC) reactor vessel and placed in the spent fuel pool (ADAMS Accession No. ML20286A317). NEDA further acknowledged that upon docketing of this letter, the DAEC Title 10 of the Code of Federal Regulations (10 CFR) Part 50 license no longer authorizes operation of the reactor or placing fuel back into the reactor vessel.

Staff Issued Acceptance Letter for the Subsequent License Renewal Application for North Anna On October 13, 2020, the staff issued the acceptance letter to Virginia Electric and Power Company (Dominion), which requests an additional 20 years for the already renewed operating licensing of North Anna Power Station Units 1 and 2 (ADAMS Accession No. ML20258A284).

The NRC approved the initial license renewal in March 2003, with Unit 1 currently licensed to operate through April 1, 2038, and Unit 2 through Aug. 21, 2040. The NRC staff is reviewing the application to determine if it has sufficient information to complete the agencys safety and environmental reviews. If the application is determined to be complete, the staff will docket it and publish a notice of opportunity to request an adjudicatory hearing before the NRCs Atomic Safety and Licensing Board.

Staff Hosted Public Meeting Regarding COVID-19 Public Health Emergency (PHE)

On October 15, 2020, the staff held a public meeting with stakeholders, including representatives from the Nuclear Energy Institute, NextEra, and Entergy, to discuss and solicit feedback on potential future licensing issues to address the COVID-19 PHE going forward (ADAMS Accession No ML20269A175). The staffs presentations for the meeting can be found in ADAMS at ML20287A290 and ML20283A707.

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period is summarized below. Items of Interest Week Ending OCTOBER 16, 2020 NMSS Staff Approved Change to Elekta Inc.s Vendor Training On October 15, 2020, the staff issued a letter to Elekta Inc. (ADAMS Accession No. ML20275A316), a medical device manufacturer and U.S. Nuclear Regulatory Commission (NRC) licensee, in response to a request for NRC review of Elektas proposed changes to its delivery of hands-on vendor training required by Title 10 of the Code of Federal Regulations (10 CFR) 35.51, 35.690, and 35.1000 licensing guidance. Elekta proposed changes to its vendor training given the inability to travel and host live courses during the COVID-19 public health emergency. Staff found Elektas proposed options to be an acceptable alternative to meet the regulatory requirements.

NMSS Staff Held Final Public Meeting on the Draft Environmental Impact Statement for Proposed Texas Facility On October 15, 2020, the NRC staff held its fourth and final public meeting via webinar and teleconference on the draft environmental impact statement (EIS) for the Interim Storage Partners proposed consolidated interim storage facility (CISF) in Andrews County, Texas. Sign language and closed captioning were provided in response to a request for those services. The public meeting lasted 4.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, and approximately 172 individuals participated with 46 people providing verbal comments. The majority of comments were in opposition to the CISF project and focused primarily on transportation concerns. Other comments related to environmental justice, radiological health and safety, endangered species, contamination of water resources, seismic/subsurface geology, climate change, cask integrity and lack of dry transfer facilities/capabilities, impacts to the oil/gas industry, and concerns the facility is a de facto repository. Several commenters noted that the comment period should be extended and in-person public meetings should be held after the COVID-19 public health emergency has ended. The 180-day public comment period ends on November 3.
