July 22, 1985 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-85-68 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this data.

SUBJECT:

THREATENING TELEPHONE CALLS Duka Power Company received two threatening telephone calls between approximately 7:20 re.m.

and 12:15 p.m. (EDT) yesterday. They came into the Oconee switchboard on a local off-site line. The caller made reference to " blowing up the nuclear plant," "my organization taking over," and "getting rid of idols."

Duke implemented its security contingency plan and declared an unusual event at 7:30 a.m.

Subsequently, the NRC resident inspector found that another threatening call had been recorded on the telephone answering machine in his office. On that call, the caller made a non-specific threat to a member of the Duke board of directors, which was on site for a tour and a meeting which was scheduled to end today. The unusual event was ended at 9:10 a.m. today.

Region II has notified the Information Assessment Team, the Federal Bureau of Investigation and the State of South Carolina. Duke informed appropriate county, state and other federal law-enforcement agencies.

Duke is prepared to respond to media inquiries.
