Hittman Transportation Services, that the i driver of a truck that had left the plant earlier in the day noticed  !

water leaking from the sea-land container he was transporting. During a l routine stop at a rest area along I-84 in eastern New York State, the driver noticed water dripping from the corner of the sea-land container

.following a routine inspection of the vehicle. After receiving the notice from the driver in New York State, the transportation contractor l contacted the driver of a second truck that had also left the site that i day and requested he stop and inspect his shipment for leakage. The '

second driver stopped at a rest area near Allentown. Pennsylvania along I-78 and also reported a small amount of water leaking from a similar I sea-land container. The Haddam Neck control room was notified of this

~ firding at 6:10 p.m. on August 31. Both trucks were carrying soil with low-level concentrations of radioactive material for processing at the

, GTS Duratek facility in Kingston Tennessee. The licensee's very cor:servative estimate was that each truck contained between four and five millicuries of total activity. Each truck carried approximately 10 cubic yards of. soil, contained in one-cubic yard sturdy plastic and fiberboard l cortainers, designed for hazardous solid material shipments. The smaller cor. tainers were placed inside the sea-land container that was then loaded on a flatbed trailer. The driver of a third shipment of soil that had leit the plant that same day was contacted by the transportation cortractor but re)orted no leakage from the container he was transporting. Stzte Police and hazardous materials response teams responded to each of the two scenes to evaluate the situations. As a precaution, state police L'cortrolled access to the areas around each of the trucks. CYAPCo l dispatched three-person teams to each of the sites to assist with the assessments of the hazardous materials teams. The CYAPCo personnel opened each of the sea-land containers and observed moisture on the walls and ceilings of the container; however, no radioactive contamination was ,
