NRC, NextEra Energy Duane Arnold, LLC Response to Reactive Inspection Report, NG-15-0051, dated February 27, 2015 By letter dated February 19, 2015, the NRC transmitted Reactive Inspection Report 50-331/2014011 (Reference 1) for the Duane Arnold Energy Center (DAEC). In the inspection report, the NRC identified a finding that has preliminarily been determined to have low to moderate safety significance (White). The letter provided NextEra Energy Duane Arnold, LLC (NextEra) with the opportunity to request a regulatory conference or submit the NextEra position in writing. Reference 2 provided NextEra's decision to forgo a Regulatory Conference and instead provide our position on the finding in writing. The purpose of this letter is to provide NextEra's response.

NextEra concurs with the categorization and basis for the finding, and the cross-cutting aspect assigned in the inspection report. NextEra's analyses identified that there were inadequate quality controls during the application of torus coating which led to unqualified torus coating in excess of design margins. NextEra recognizes the importance of maintaining the primary containment suppression pool free of debris and the need to conduct safety related maintenance activities with the highest level of quality control. NextEra took immediate action to restore the design margin for the Torus coating prior to resuming operations.

Additionally, NextEra performed a root cause evaluation (RCE) that identified additional corrective and preventive actions that will be implemented under the site's corrective action program.
