[1] Submittal of License Amendment Request 9375-1 for the HI-STAR ATB 1T Non-Fuel Waste Transport System, Holtec Letter 2404019-NRC from Christopher OMullane (Holtec) to Pierre Saverot (NRC), dated February 18, 2022.

Dear Mr. Saverot,

By letter dated February 18, 2022 [1], Holtec submitted License Amendment Request (LAR) 9375-1 for the HI-STAR ATB 1T Certificate of Compliance (CoC) Number 9375. During subsequent discussion between Holtec and the USNRC, it was deemed appropriate to suspend review of the aforementioned LAR and submit a separate LAR proposing one primary enhancement; specifically, the option to utilize SA-508 Grade 4N Class 2 material for the HI-STAR ATB 1T containment boundary (i.e., baseplate, walls, & closure lid) in addition to the previously permitted SA-517 or A514 materials. The LAR submitted herewith shall be considered to supersede the previous LAR. The HI-STAR ATB 1T Certificate of Compliance (CoC) Number 9375 Revision 0 and its supporting Safety Analysis Report (SAR), Holtec Report HI-2146312 Revision 3, have been revised accordingly.

Considering the limited scope of this amendment and the importance of minimizing disruption to fabrication, we kindly request an expedited review and notify you of a need date of June 30, 2022 for the CoC.

The summary of proposed changes (SOPC) reiterating the proposed enhancement, including the reasons and justifications for the enhancement, is provided in Enclosure 1 to facilitate the Staffs review.

The updated SAR, HI-2146312 Proposed Revision 5, is provided with this LAR submittal. Note that all SAR text revised since HI-2146312 Revision 3 was reviewed and approved with CoC 9375-0 is highlighted in yellow, while changes specifically related to the addition of the proposed SA-508 Grade 4N Class 2 material are indicated by revision bars in the right margin of the page, with red text identifying insertions and red strikethroughs identifying deletions. The SARs Revision Summary Log section includes information on the SARs revision status and configuration control. Proprietary and non-proprietary versions of the SAR are submitted herewith as Enclosures 3 and 4, respectively. contains the drawings that comprise the licensing drawing package.

Enclosures 6 through 8 contain the supporting calculation packages.

As Enclosures 1, 3, 5, 6, 7, & 8 are considered proprietary, an affidavit requesting that the information therein be withheld from public disclosure in accordance with 10 CFR 2.390 is contained in Enclosure 9.
