Notice of Violation Baltimore Gas and Electric Company Docket Nos. 50-317 j Calvert Cliffs Units 1 and 2 50-318 '

License Nos. DPR-53 DPR-69 An NRC inspection conducted during the period August 14.through 18, 1989 identified a violation of NRC requirements. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, L Appendix C'(1989), the.following violation was identified.

10 CFR 50, Appendix B, criterion.IX requires'that special processes such L as nondestructive testing (NDT) be accomplished by qualified personnel

.using. qualified procedures in accordance with applicable codes and. standards.

ASME Section XI, the applicable code governing nondestructive testing activities at Calvert Cliffs, invokes'the American Society for Nondestruc-tive Testing Standard SNT-TC-1A. ~D11s Standard specifies a decertification.

interval of three years, as a minimum requirement, for nondestructive testing personnel.

Contrary to the above, an NRC review of the licensee's procedure for i personnel certification, NDE-CPS-002, paragraph'6.8.3, disclosed that the procedure allowed for an additional 60 days beyond the three years specified in the Standard for. decertification of nondestructive testing and visual inspection personnel.

.This is a Severity Level IV violation (Supplement II).

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within thirty days of the date of the letter whi:h transmitted this Notice, a written statenent or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause.is shown, consideration will be given to extending.this response time.
