SAFETY EVALUATION FOR GENERIC LETTER 83 28, ITEM 4.5.3, REACTOR TRIP RELIABILITY . OH-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEM (UNIT 1 TAC 53969; UNIT 2 TAC 53970).

Generic Letter 83 28, Item 4.5.3, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip system, including independent testing of the diverse trip feature, was being performed.

By letters dateo aovember 5, 1983, February 29,1984, April 2,1985 and July 12, 1985, you submitted responses to Generic Letter 83 28, Item 4.5.3. Therein you-indicated your endorsement of the C.E Owners' Groups Report CE NPSD.277, as being applicable to Calvert Cliffs. The NRC staff, with the assistance of our contractor, Idaho National Engineering Laboratory, hac reviewed your responses and the C-E Owners Group's report. We conclude that the existing intervals for on-line functional testing at Calvert Cliffs are consistent with achieving high reactor trip system availability.

The enclosed safety evaluation and contractor's report (EGG-NTA 8341) provide the details and basis for our conclusion. Therefore, we consider Generic Letter 83 28, Item 4.5.3 to be complete.
