REVIEW OF DRAFT COMMISSION PAPER ON SAFETY LIGHT I l

We reviewed the draft Commission Paper entitled, " Renewal of the Safety Light Corporation I Licenses at Bloomsburg, Pennsylvania," and concur on the Commission Paper with the l
' incorporation of the'following comments: l
- 1. Page 3 - In the last paragraph, wo state that the licensee's estimate for decommissioning j costs is $14 million. We should state that we have not performed an independent cost estimate based on the License Termination Rule criteria and, therefore, there is scme
- uncertainty that the actual costs may be lower or higher than tha estimate.
- 2. Page 5 - There is no explanation provided for our acceptance of Safety Light's (SL's) assertion that they are incapable of providing more funding into the trust than it proposed. The paper should explain our basis for accepting SL's assertion.
- 3. - Page 8 - The paper indicates that Region I coordinated with Pennsylvania (PA) and Environmental Protection Agency (EPA), Region Ill. However, there is no indication of the reaction to the proposal from these agencies. The paper should provide a discussion of any commants received from PA and EPA Region Ill.
These issues were discussed with George Pangburn on October 5,1999.
