'.3 SUBJECT: PILGRIM INTEGRATED INSPECTION REPORT NO. 50-293/99-05

Dear Mr. Bellamy:

This refers to the inspection conducted on July 26,1999, through September 5,1990, at the

Pilgrim facility. The enclosed report presents the results of this inspection, During this

inspection period your conduct of activities at the Pilgrim facility was generally characterized by

. safe plant operations. Operators effectively responded to the turbine trip / reactor scram due to

- high water level in the moisture separator drain tank. Good command-and-control was

demonstrated by the operating crew when stabilizing the plant after the scram.

During this inspection period, region based NRC inspectors reviewed open items from the NRC

Architect Engineer inspection as documented in NRC Inspection Report 50-293/98-203. We

.. found that your engineering staff had addressed the significant issues with appropriate

corrective action.

Based on the results of this inspection, the NRC has determined that three (3) severity level 4

~ violations of NRC requirements occurred. These violations are being treated as Non-Cited

. Violations _ (NCVs), consistent with Appendix C of the Enforcement Policy. These NCVs

involved: (1) failure to assure that design bases are correctly translated into specifications, l

' (2) failure to assure control design input in' calculations and technical specification surveillances, . l

- and (3) failure to maintain the boundary and posting integrity of a high radiation area. These - l

'

~ NCVs are further described in the subject inspection report. If you contest the violation or

- severity level of these NCVs, you should provide a response within 30 days of the date of this

inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:
