EVALUATION OF REQUESTS .FOR RELIEF FROM ASME SECTION XI REQUIREMENTS FOR CONTAINMENT INSPECTION FOR PILGRIM NUCLEAR POWER STATION (TAC NO. MA4285)

Dear Mr. Sullivan:

By letter dated November 23,1998, the Boston Edison Company (BECo/ licensee) requested approval for six requests for relief from the requirements of the American Society of Mechanical Engineers (ASME) Code, Section XI, Subsection IWE at the Pilgrim Nuclear Power Station (Pilgrim). BECo has sold its interest in Pilgrim to Entergy Nuclear Generation Company.

Entergy has engrossed all requests made by BECo and is now the licensee of record. Based on our review of the information provided in the licensee's submittal, the staff finds that for relief request RR-E1, RR-ES, and RR-E6, the alternatives proposed by the licensee are acceptable and are authorized pursuant to 10 CFR 50.55a(a)(3)(i) on the basis that the alternatives provide an acceptable level of quality and safety. For relief request RR-E2, RR-E3, and RR-E4, the staff finds that the alternatives proposed by the licensee are acceptable and are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis that compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety. The basis for the staff's conclusions are enclosed in the safety evaluation. This action closes TAC No. MA4285.
