Dear Mr. Miller:

Enclosed is a copy of the final exercise report for the April 27-29,1999, full-participation plume exposure and ingestion pathway exercise of the offsite radiological emergency response plans site-specific to the Vermont Yankee Nuclear Power Station (VYNPS).

The States of Vermont, New Hampshire and Massachusetts, and seventeen emergency planning zone communities participated in this exercise. The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region I staff.

Copies of this report will be provided to the States of Vermont, New Hampshire and Massachusetts.-

There were 16 Areas Requiring Correctise Actions (ARCAs) identified as a result of this exercise. The FEMA Region I Radiological Emergency Preparedness (REP) staff will work with the three states to correct the ARCAs.

Based on the results of the April 27-29,1999, exercise, the offsite radiological emergency response plar s and preparedness for the States of Vermont, New Hampshire and Massachusetts and the affected local jurisdictions, site-specific to the Vermont Yankee Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety ,

of the public in the event of a radiological emergency at the site.
