ENCLOSURE 1 NOTICE OF VIOLATION  !

During an NRC inspection conducted from December 13,1998 to January 30,1999, a violation of i NRC requirements was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

l Calvert Cliffs Technical Specification 5.4.1 requires that written procedures be implemented covering the activities in Appendix A of Pegulatory Guide 1.33, Revision 2, dated February 1978. Regulatory Guide 1.33, states that maintenance that can affect the performance of safety related equipment be performed in accordance with documented instructions. PGE Maintenance Order Number 1199805606, Step 70, stated, in part,

" Reinstall flange bolting and tighten bolting wrench tight."

Contrary to the above, on December 21,1998, maintenance personnel installed flange bolting on the 11 A service water strainer, but in a number of cases, did not tighten the bolting wrench tight.

This is a Severity Level IV violation (Supplement I).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved is already adequately addressed on the docket in NRC Inspection  !

Report 50-317&318/98-12 (Enclosed). However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your l response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory l Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region 1, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of  :

Violation (Notice). If you choose to respond, your response will be placed in the NRC Public Document Room (PDR). Therefore, to the extent possible, the response should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
