Beaver Valley Power Station, Unit No. I and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Supplement to License Amendment Request Nos. 259 & 131 On March 3,1999, Duquesne Light Company (DLC) submitted License Amendment Request (LAR) numbers 259 and 131 to revise the qualifications for operations management an'd incorporate generic position titles in the technical specifications. The proposed changes affected the administrative controls section of the technical specifications and the Unit 2 UFSAR section regarding personnel responsibilities and qualifications.

In a recent phone call, it was indicated that during the NRC review of LARs 259 and 131 two issues were identified that would require a change to the LAR submittal. It was requested that the ge:neric title proposed in the LARs for the senior corporate oflicial be revised to specify the " corporate officer with direct responsibility for the plant" and that the operations manager licensing qualifications originally proposed to be included in the UFSAR be made more specific to pressurized water reactors and be included in the administrative controls section of the technical specifications.

Attached are revised marked-up technical specification and UFSAR pages incorporating the requested changes. These pages replace the corresponding pages originally

- submitted in LARs 259 and 131. The changes from the original marked-up pages are identified by revision bars. It is DLC's understanding that the proposed changes included in this supplement will resolve the NRC's concerns. The changes included in this: supplement 'do not affect the conclusions of the safety evaluation or the no significant hazards consideration determination performed for LARs 259 and 131.
