SUBJECT: PILGRIM INSPECTION REPOPT NO. 50-293/99-02

Dear Mr. Sullivan:

This refers to the inspection conducted on March 8,1999, to April 18,1999, at the Pilgrim

Nuclear Power facility. The enclosed report presents the results of this inspection.

During the six weeks covered by thie inspection period, your conduct of activities at the Pilgrim j

facility was generally characterized by safe plant operations. This was especially evident when

. operatcrs promptly declared the "C" main steam isolation valve inoperable when an anomaly

was revealed during testing.  ;

Based on the results of this inspection, the NRC has determined that two Severity Level IV

violations of NRC requirements occurred. These violations are being treated as Non-Cited

Violations (NCVs), consistent with Appendix C of the Enforcement Policy. These NCVs

involved: (1) inadvertent movement of several control rods in violation of licensee procedures,

and (2) work package errors in that the wrong parts were issued to the field in violation of

licensee procedures. - These NCVs are further described in the subject inspection report. If you

contest the violation (s) or severity level of these NCVs, you should provide a response within

30 days of the date of this inspection report, with the basis for your denial, to the Nuclear

Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with a

copies to the Regional Administrator, Region 1; and the Director, Office of Enforcement, United

States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident '

Inspector at the Pilgrim Nuclear Power facility.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure, and your response will be placed in the NRC Public Document Room .  !
