SUBJECT: NRC INSPECTION REPORT NO. 50-29/99-01

Dear Mr. Williams:

On April 11,1999, the NRC completed an inspection at your nuclear reactor facility in Rowe,

Massachusetts. The enclosed report presents the results of that inspection.

During the period covered by this inspection, your conduct of activities at the Rowe facility was

generally characterized by safety-conscious operations to maintain the spent nuclear fuel and

careful radiological controls to workers. Within the scope of this inspection, you had in place

effective programs for protecting the safety of workers during dismantlement and

decommissioning activities. External radiation exposure controls and housekeeping in

radiological areas was very good. Control of radioactive material and contamination was very

good and labeling of radioactive material was excellent. Self-assessment, auditing, and

implementation of corrective actions was adequate. Cold weather preparations were effective to

protect spent fuel. No major deficiencies or violations of regulatory requirements were identified.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC's Public Document Room.
