SUBJECT: NRC DAVIS-BESSE EMERGENCY PREPAREDNESS INSPECTION REPORT  !

Dear Mr. Wood:

.On September .18,1998, the NRC completed an inspection at your Davis-Besse Nuclear Power

l- Station. The enclosed report presents the results of that inspection. The inspection examined

activities conducted under your emergency preparedness program. l

l Areas examined within your emergency preparedness program are identified in the report.

' Within those areas, the inspection consisted of a selective examination of procedures and

representative records, interviews with personnel, and observation of activities in progress. The

objective of the inspection effort was to determine whether activities authorized by the license

were conducted safely and in accordance with NRC requirements.

Based on the results of this inspection, no violations of NRC requirements were identified.

During this inspection our evaluation of your activities indicated that the emergency

preparedness program had been effectively implemented. In particular, emergency response

facilities. equipment, and supplies had been maintained in an excellent state of operational

,

readiness, management attention to the program was apparent, and interviewed emergency

l - response personnel demonstrated good working knowledge of responsibilities and emergency

l- procedures. The inspection also identified that the emergency plan was effectively

j~ implemented during the June 24,1998, tomado event and that the station personnel responded

well to this event.

In accordance with 10 CFR 2.790 of the NRC's " Rules and Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Roorr. (PDR).
