This letter refers to the enforcement conference held at Region IV's request

- in the NRC Region IV office on March 28, 1988, which was attended by you and

other representatives of the University of Utah. This conference was held to

discuss recent inspection findings (NRC Inspection Report 50-07?/88-01 and

50-407/88-01), the apparent violations and deviation, and the applicable NRC

enforcement policy,

The subjects discussed at this conference are described in the enclosed

Meeting Summary.

It is our opinion that this enforcement conference was beneficial and has

provided a better understanding of the NRC regulatory requirements as they

relate to your reactor program. In accordance with Section 2.790 of the NRC's

"Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of

this letter will be placed in the NRC's Public Document Room.
