SUBJECT:

STATE OF GEORGIA ENVIRONMENTAL MONITORING APPRAISAL

Dear Mr. Hardeman:

l l

. A routine appraisal of pesformance under the Nuclear Regulatory Commission (NRC)/ State of Georgia Environmental Monitoring Contract was conducted on June 30,1997. A copy of the NRC Appraisal Report is enclosed.

The appraisal included a review of the 1996 arnual report and current activities performed pursuant to Cooperative Agreement Number NRC-29-83-625 between the U. S. NRC and the i State of Georgia. Results of the appraisal were discussed with members of your staff by j Mr. G. B. Kuzo during a visit to your contracted laboratory facilities located in Atlanta, Georgia, on June 30,1997.

The appraisal verified that the State of Georgia, Department of Natural Resources (DNR) met obligations of the 1996 contract with two exceptions. The identified exceptions included an extension from weekly to biweekly collection and analysis of airbome radionuclide particulate and lodine samples, and the failure to include the Environmental Protection Agency (EPA) intercomparison analysis or equivalent cross-check program results in the 1996 Annual Report.

The identified exceptions to the contract requirements, and subsequent actions were discussed during a July 3,1997, teleconference between Mr. K. P. Barr, Chief, Plant Support Branch, NRC/Ragion ll and yourself. Excluding these issues, the overall performance in '

. fulfilling the prr, visions of the contract was satisfactory. Further, we understand that the State i of Georgia PNR will address the identified issues by requesting a contract amendment to

, change tha frequency of sampling and analysis for airbome radionuclides and lodine to a biwer.nly frequency and by including cross-check analysis results in the next report.
